More… In 2013, Monte Vista Water District’s Board of Directors established the “Bruce J. Lance, Jr. Water Scholarship” in recognition of Mr. Lance’s 44 years of service as the District’s General Counsel. Graduating Montclair High School Seniors who meet all requirements are eligible to apply. Each school year, the District will award two students with a $1,000 scholarship each.
