The Lifeline Assistance Program (LAP) provides eligible low-income customers with assistance on their water utility bill by providing up to 9 units of water per billing cycle at no cost.
LAP is open to all MVWD single-family residential customers who meet the following criteria:
- Must be a participant in the California Alternative Rates for Energy (CARE) or Family Electric Rate Assistance (FERA) programs (through SoCal Gas Company or Southern California Edison)
- Customer name on the MVWD account must match the name on the utility statement demonstrating CARE/FERA enrollment
While MVWD customers may apply for LAP at any time, they must renew or re-certify their eligibility every year on or immediately following July 1st. Customer participation in LAP is on a “first come, first serve” basis because program funding is limited and not guaranteed. LAP is funded through non-rate revenue, such as cellular tower lease agreements and other sources of income.
Customers who qualify for LAP can apply online using either of the following applications:
LAP Application (English)
LAP Application (Espanol)
Please note, applicants must upload a copy of their utility statement showing CARE/FERA participation when applying. Both PDF and JPG files will be accepted for this.
More information about LAP, including income qualifications for CARE/FERA and LAP, can be found on our Payment Help page. If you have questions or need assistance applying, please call Customer Service at 909-624-0035.
