FEMA’s Disaster Mitigation Act of 2000 (DMA 2000) requires local government agencies and special districts to complete a Hazard Mitigation Plan (HMP) to be eligible for federal mitigation funds should they become available. The District encourages the public to review and comment on the recently updated HMP.
The District’s HMP identifies hazards that could potentially affect MVWD’s service and evaluates economic impacts, vulnerability assessments, mitigation costs, and estimated losses resulting from the potential hazards. The plan also identifies pre-disaster mitigation tasks or projects that can reduce injuries, deaths and property damage resulting from natural hazards or disasters.
The District’s HMP was approved by FEMA in June 2011, but continues to be monitored, evaluated and updated at least every five years. In 2016, MVWD collaborated with San Bernardino County’s Office of Emergency Services for a multi-jurisdictional update to the County’s and the District’s HMPs. The District is undergoing another review of the plan and looks to the public for input in this process.
Including public engagement in the planning process creates a comprehensive approach to identifying hazards as well as mitigation and preparedness tasks to reduce the impacts from disasters.
