[ARCHIVED] MVWD General Manager Achieves Leadership Certification

MVWD General Manager Justin Scott-Coe has achieved the Certified Special District Manager (CSDM) designation from the Special District Leadership Foundation, demonstrating commitment to his profession and special districts. 


Applicants for the certification must first demonstrate professional special district and related work experience, continuing education courses, higher education background, and community service. Upon qualification, candidates are required to pass an examination on key areas of special district management, including governance, legal requirements, policy development, ethics, strategic planning, customer engagement, financial stewardship, and employee empowerment. 


To prepare for the examination, Mr. Scott-Coe met regularly with a small cohort of special district leaders as part of the CSDM Study Group facilitated by the California Special Districts Association. He also received a 2021 John Yeakley Scholarship that covered the examination registration fees.


“I am honored by this recognition and look forward to continuing my professional growth,” said Mr. Scott-Coe. “The Special District Leadership Foundation sets a high standard for local government leadership and service.” 


Mr. Scott-Coe has more than 18 years of experience in the water industry, including 12 years at the district. He was appointed general manager in December 2019.  


“Working with Justin is an absolute pleasure,” said Monte Vista Water District Board of Directors President Sandra Rose. “On behalf of my colleagues, we congratulate him on earning this prestigious certification and standing out as one of the best special district leaders in the field.”
